Currently, the situation of COVID-19 prevention and control across the country is extremely severe and complex. Several provinces are simultaneously facing the dual challenges of multiple points of entry from outside the province and local sporadic re-occurrences. Our city of Zunyi, Anshun, Bijie, and Qiannan have successively detected positive cases among people returning from outside the province. The pressure of preventing external entry has continued to increase. To resolutely consolidate the hard-won prevention and control achievements and continuously strengthen the external prevention and control line, the following温馨提示 (cautionary tips) are hereby provided for further improving the prevention and control of COVID-19 for people returning from outside the province:


1. As of 0:00 on October 11th, except for people coming from key epidemic areas outside the province and areas with medium and high risks, those returning from outside the province will still be subject to control according to the current prevention and control measures in our province. For the rest of the people returning from outside the province, after arriving in the province, they must undergo "three days and two tests" (on the 1st and 3rd days respectively).


2. For those who have not completed the "three days and two tests" as required, their "Guizhou Health Code" will be managed as "yellow code". In principle, "yellow code" personnel should not go out at home and can only go to the "yellow code" nucleic acid sampling point for sampling under personal protection. After the sampling is completed, they should immediately return to their residence or hotel and wait for the nucleic acid test results. If the test result is negative, their "Guizhou Health Code" will be changed to "green code".


3. All government agencies and enterprises should strengthen the "double reporting mechanism" for staff members returning from outside the province to work and strengthen the health monitoring of people exposed to epidemic risks. Communities (villages) and accommodation venues such as hotels and guesthouses should actively investigate people returning from outside the province and supervise relevant personnel to implement nucleic acid testing, isolation and control, and health monitoring measures according to different levels and categories.


4. If a hotel or guesthouse discovers a "yellow code" person, they should not arbitrarily refuse their accommodation. After detailed registration of the information of the check-in personnel, they should handle the check-in for them and immediately report to the local epidemic prevention department to urge them to implement all epidemic prevention measures. In principle, "yellow code" personnel should be accommodated on different floors from other check-in personnel. For hotels or guesthouses with "yellow code" occupants, the ventilation and disinfection work in public areas should be strengthened, especially the elevator buttons, door handles, etc., which are frequently touched, and the frequency of disinfection should be appropriately increased.


5. Once a "yellow code" person is detected on public transportation or subway, they should be prohibited from boarding. If a taxi has picked up a "yellow code" person, the relevant area should be disinfected immediately after the person gets off.


6. All regions should appropriately increase the number of nucleic acid sampling points for "yellow code" personnel and scientifically set up dedicated sampling channels for "yellow code" personnel to provide convenient services for them.
