According to the work requirements, Guizhou Anshun Longgong Tourism Co., Ltd. (hereinafter referred to as "Longgong Tourism Company / Purchaser") intends to select a bidding agency service unit for the renovation project of the first floating bridge dock in Longgong Scenic Area through an open competitive process. This competitive selection strictly follows the principles of fairness, impartiality, openness, and honesty and trustworthiness, fully leveraging the market competition mechanism to select the best service unit. The following are the relevant matters of this competitive selection announced as follows:

II. Project Overview and Service Scope

1. Project Overview: The renovation project of the first floating bridge dock in Longgong Scenic Area. Based on the existing floating bridge, 3 existing cabins are filled in, and it is extended outward by 4.3 meters to expand into 5 docks. The construction location is at the first entrance of Longgong Scenic Area.

2. Service Scope: The entire process of bidding agency services for this project, including but not limited to the preparation of bidding plans, the preparation of selection/bidding documents, the release of announcements, the acceptance of registrations, the provision of answers and clarifications, the organization of the opening and evaluation of bids, the archiving of materials, the assistance in the filing of contracts, and the answering of inquiries related to the bidding process, all of which are included in the bidding agency-related work.

3. Service Period: From the date of signing the service contract until all the bidding work for this project is completed and all the archive materials are transferred to the Purchaser.

The bidding agency service fee is based on the maximum limit price of 80% of the pricing standard in the "Notice on Reducing the收费标准 for Some Construction Projects and Regulating Behaviors and Other Relevant Issues" (Kai Nian Fang [2011] No. 69) issued by the Guizhou Provincial Department of Housing and Urban-Rural Development. This is the highest limit price for the bidding agency service fee of this project.

VI. Qualification Requirements for Competitive Selection Applicants

Applicants participating in this competitive selection must simultaneously meet all the following qualification conditions：

1. Legal Person Qualification： Have the ability to independently bear civil liability； provide a copy of the valid business license； other organizations provide legal entity proof documents； natural persons participating must provide their own identity proof.

2. Credit Requirements： Have a good business reputation. In the past three years (counting back from the date of this announcement)， have not been subject to administrative penalties or industry sanctions by the construction administrative authorities， the bidding supervision departments， or the industry associations. Applicants must provide a written commitment letter.

3. Professional Technical Capacity： Have the necessary office equipment， professional personnel， and business handling capabilities to fulfill the contract of the bidding agency. Provide relevant proof materials or issue a commitment letter of your own choosing (format to be self-determined).

4. Other Requirements： (1) This project does not accept joint-venture competitive selection； (2) After winning the bid， shall not subcontract or illegally subcontract the bidding agency services to a third party； (3) There is no record of being listed as a person with a record of dishonesty， major tax violations， etc. (The Purchaser will independently verify through the credit platform during the evaluation stage).

VIII. Submission of comparison application documents

3. Submission requirements: (1) The comparison application documents must be sealed in accordance with the requirements of the comparison documents, and the envelope should clearly mark the project name and the full name of the applicant; (2) Comparison application documents that are delivered after the deadline, not sealed in accordance with the requirements, or incomplete will be rejected by the purchaser; (3) Submission of application documents by mail or express delivery is not accepted; they must be submitted on-site.

IX. Comparison review time and location

1. Comparison review time: 14:00 on August 31, 2026.

2. Comparison location: Project Management Department Office of Longgong Tourism Company.

3. Instructions for participation: Applicants can appoint an authorized representative to witness the comparison review. Failure to attend will not affect the normal review and the review results.

X. Evaluation method

1. This comparison is conducted by Longgong Tourism Company's internal comparison review team.

2. Evaluation process: First, conduct a qualification review to verify the applicant's entity qualifications, reputation, and capabilities; applicants whose qualifications are not approved will not enter the subsequent price comparison review.

3. For all applicants whose qualifications have passed the qualification review, the lowest bid winning method will be adopted. The effective bids will be sorted from the lowest to the highest, and the applicant with the lowest bid will be the first selected candidate, the second lowest will be the second selected candidate, and so on.

4. Special circumstances handling: (1) If two or more applicants have the same lowest effective bid, the evaluation team will combine the service implementation plan, project personnel configuration, and similar project performance to make a comprehensive evaluation and determine the ranking; (2) If the evaluation team believes that the applicant's bid is significantly lower than the reasonable market cost and may affect the service quality, the applicant may be required to provide a written explanation. If the explanation is not reasonable, the application will be treated as invalid.

XI. Announcement of selection and contract signing

1. After the evaluation, the purchaser will announce the selected candidates. The announcement period will be no less than 3 working days; the announcement medium is the purchaser's internal bulletin board. If there are any objections during the announcement period, applicants can submit a written objection to the purchaser.

2. After the announcement period expires without objections, the purchaser will issue the "Selection Notice" to the first selected candidate.

3. The selected party must complete the bidding agency service contract signing with the purchaser within 7 working days after receiving the "Selection Notice"; if the first selected candidate waives the selection, refuses to sign the contract, or has other circumstances that prevent performance, the purchaser may successively select the next candidate as the selected party.

4. The selected party must complete all bidding agency work and timely and completely transfer all bidding archives materials.

XII. Other explanations

1. All expenses incurred by the applicant in participating in this comparison, regardless of the comparison result, will be borne by the applicant themselves. The purchaser will not provide any compensation.

2. All materials submitted by the applicant must be true and valid. If there is any fraud, once verified, the applicant's participation and selection qualifications will be immediately cancelled.

3. This announcement is merely a selection notice. The specific requirements, format, and terms shall be subject to the officially released "Selection Document".

4. The purchaser has the right to postpone, suspend, or cancel this selection process based on actual circumstances, and shall not be liable for compensation to the applicants.
